If not there will definitely be a plugin. Besides, valve never inteded for there to be 32-man servers, instant respawn, or nocrits, but plugins were used to circumvent the system, so valve made them all part of the system. In the end it's about pleaseing the customers.

People will mod the game in ways they see fit, this likely includes more survivors, FF, and any other myriad of things. The source engine is very easily modified.

Few people know it but it CAN host up to I think either 150 or 200 people max. No game attempts to utilize it, but imagine maybe at like something like quake-con or another large lan event. You could duplicate the Mall scenario with 200 people guarding all the entrances to it and such, it would be epic.

Just a pipe dream that would likely never happen, but still epic  :
