I know Google Docs (?) does spreadsheets.  I don't suppose it does Access-style databases...?

Really?  How would an open spreadsheet's integrity be maintained? 

How would a wiki work?  Unless you're talking about defined "badges" that people would put on their user page and then someone seeing a list of all user pages using a certain badge...?

I don't think you're not going to get what you're talking about online without a lot of setup, but a wiki could be set to have a special page that displays a list of the categories each person's user page is in, and those categories could be set by the user by editing the wiki text on their user page. It wouldn't be simple or straightforward though.

Your best bet would probably be to just hook something into the forum backend and make use of the user management and SQL database to track the info without having to have a single person update it all the time. But you're talking about a serious time investment when it comes to either a custom software solution.
