It's pretty clear Konami meddled with the development of the game a lot and it's more because of them wanting to get out of traditional videogames. There's cutscenes in trailers that aren't in the final game, a character's story is completely unresolved, etc.
The full story of the development of MGSV when everyone's NDAs are up will be really interesting, provided people like Kojima and Murata are willing to talk about it.
