After much pressure and pestering, I'm giving in and making a cosplay outfit. I've decided on a Brotherhood of Nod infantry uniform from the Command and Conquer series. This is my reference photo, but I'm having a hard time with the jacket. I wanted to make it from scratch as opposed to finding an existing one and modifying it. My trouble is, I don't know what to use for the outer layer of fabric. I want something that looks and feels tough, but isn't restricting or expensive as hell. Thoughts?

First thought is craft foam, honestly, but I'm not sure how well that'd fit your 'looks tough' requirement.
