I think he means he wants a mod that replaces all the character voices with Star Fox characters.  Which apparently is very complicated to say.

I was expecting models or at the very least a replacement sound pack, it was just mic spam, stupid

At least put some effort into it and replace the game's voice acting files with SF64 ones
