Quick notes:
type in what you're looking for SPECIFICALLY.
If you want to find quotes for just one person, type:
"Teengirl" for zoey
"Biker" for francis
"namvet" for bill
"manager" for louis
To enter them in the console type, "vocalize <insert command here>".

I need this but for TF2, so I can spam the Scout's "YOU SUCK". Then when I kill someone, I hit it and in their deathcam they just hear how much they suck. Fun times.

I'm confused, you can already force sounds by typing/binding vocalize xsound, what the hell is the point of this?

I think some of it was map specific and this gives your the specific command to execute it
