The VS sniper rifle (the default one) isn't bolt action, so it takes more hits to kill a person. People don't use it because it's harder to get good at than being a sniper in the other factions.

Exactly what I got on my mag in beta... Just never got to really use it properly in a fight more than maybe 3 or 4 times.
I believe Karrde was my gunner on one of the times it worked out in my favor.
