The 8 pins allow for more current for the PCI-E slots, but if you are using video cards with their own power, it's unnecessary.
The 4 pins are all ready 'split' on the motherboard. You can even see it if you flip the board over and look at the traces on the bottom.

I may be using a PCI-E to IDE converter for my old dvd/cd drive, but I may end up just buying a new one that uses SATA ports since they cost the same. Holding off on buying the 4 pin to 8 pin converter for now until I decide what I want to do.
